1 Daily Updates: Former Chief Minister and Veteran Congress Leader of Goa Quits; Set to Join Mamata’s TMC 2:40
Goa Congress leader and Former Chief Minister Luizinho Faleiro previously praised Mamata Banerjee by calling her a “street fighter”. After 40 years of being in the congress party, veteran congress leader Luizinho Faleiro has quit the grand old party. Few days before quitting the party, he praised the Chief Minister of West Bengal Mamata Banerjee publically by calling her the only street fighter who can effectively give the BJP a head-to-head fight. When the reporters asked him whether he is going to join the TMC, he said, “Mamata Banerjee has given a tough fight to Narendra Modi. The Mamata formula has won in Bengal.” HE said he will remain a “Congressman” implying his connection with Trinamool should be seen as joining the offshoot of Congress which is best equipped to fight the BJP. Mr. Luizinho Faleiro, who has been Chief Minister for two terms, said, “I met some people. They said I am a Congressman of 40 years. I will continue to be a Congressman of the Congress family. Among all four Congresses, it is Mamata who has given a tough fight to Modi and their juggernaut. PM Modi had 200 meetings in Bengal. Amit Shah had 250 meetings. Then there was ED, CBI. But the Mamata formula has won.” The former Chief Minister calling Chief Minister Banerjee a streetfighter said, “We need such fighters which are in the same party ideology, policies, principles, and programs. I would like the larger picture all Congress parties to come together to fight the BJP.” Interestingly Trinamool Congress leader Derek O’Brien started following Mr. Faleiro on Twitter just after he made these comments about Ms. Banerjee. Though Mr. Faleiro did not make any official announcements about joining TMC yet, the indications are very clear. After the crossover of the firebrand leader of Congress Sushmita Deb, this will be another important and high-profile defection to the Trinamool from Congress. Political experts are looking forward to a boost in the growth of Trinamool Congress after this joining in Goa where the Aam Aadmi Party is growing aggressively.…

The induction of Mevani in Gujrat Congress comes as an huge boost for the party ahead of the assembly elections. Congress is eyeing Dalit votes in the upcoming elections. Mevani is an influential leader, who became a household name after he raised the issues of Dalit atrocities following Una Dalit youth torture, while another youth leader Hardik Patel led the Patidar reservation movement, and youth icon Alpesh Thakor led the OBC rights movement. The Combo of youth power Mevani, Hardik Patel, and Alpesh Thakor in Gujrat could be a game-changer for Congress and can influence the Dalit, Patidar, and OBC vote banks in the state. "We welcome all the revolutionary youths who are willing to work for the development of the country and strengthen the Congress party and the ideals of (Mahatma) Gandhi, Sardar (Patel), and (Jawaharlal) Nehru," Hardik Patel said in a statement. Mevani's Induction in Congress could be estimated beforehand owning to his good relations with the party, who also backed him in the 2017 Gujrat assembly elections. The induction of Communist Party leader Kanhaiya Kumar on the other hand will point several guns towards the Congress owning to his Anti-India image portrayed by several BJP leaders in the past. Kumar had earlier contested the 2019 Lok Sabha elections from his hometown of Begusarai in Bihar but lost to the Bharatiya Janata Party's Giriraj Singh. Congress has been eyeing the Dalit Vote bank in several states for the upcoming assembly elections in 2022. Earlier, this week, Charanjit Singh Channi became the first Dalit Sikh to lead Punjab.…

What Is PM CARES, If "Not A Government Fund"? An affidavit filed by an Under-Secretary at the Prime Minister's Office (PMO) clarified that PRIME MINISTER’s Citizen Assistance and Relief in Emergency Situation Fund (PM-CARES Fund) is not a government of India fund and the amount collected by it does not go in the Consolidated Fund of India. What kind of Fund Is PM CARES? The PM-CARES was formed by the Prime Minister on March 27, 2020, to extend assistance to the citizens of India in the wake of the public health emergency - the ongoing COVID-19 Pandemic. According to the affidavit filed PM-CARES is a charitable trust not created by or under the Constitution or by any law made by the Parliament or by any State legislature. PM Cares has not been declared as a 'State' within the meaning of Article 12 of the Constitution of India. The donations received by the trust are received via online payments, cheques, or Demand Drafts. Is there Transparency In PM CARES? To ensure transparency in PM Cares, its funds are audited by an auditor - a chartered accountant drawn from the panel prepared by the Comptroller and Auditor General of India. The audited report is then put on the official website of the trust along with the details of utilization of funds received by the trust. "The trust functions on the principles of transparency and public good in larger public interest like any other charitable trust and, therefore, cannot have any objection in uploading all its resolutions on its website to ensure transparency." Can PM-CARES be brought under RTI? The officer in the affidavit states that, according to provisions of the Right to Information Act (RTI), it is not permissible to disclose third party information in the public domain, and hence, PM-CARES cannot be brought under the RTI. Why the Controversy over the Fund? The petition filed in the High Court raises questions that if PM-CARES is not a 'State' fund it should usage of the domain name 'gov', the Prime Minister's photograph, state emblem, etc. PM-CARES should be stopped from using 'Prime Minister of India' or 'Prime Minister', including its abbreviations its name, on its website. The promotion of the fund as soon as it was formed was done by the PM himself and many high functionaries of the Union and State governments. Trustees of the fund are the Prime Minister, Defence Minister, Home Minister, and the Finance Minister.…
The World Food Programme (WFP) has warned, that at least 5 million people in Yemen are on the brink of famine and further 16 million are “marching toward starvation”, as the country’s humanitarian crisis are going out of control. Yemen has been battling with internal civil wars, since a long time and now according to the experts situations are rapidly marching towards the worse. The food chain in the country remains disturbed which led to food prices going over the roof. “With food pricing and the lack of fuel, it is catastrophic. We’ve got 5 million people right now knocking on famine’s door, we’ve got 16 million people marching toward starvation.” WFP’s executive director David Beasley said. Beasley warned the UN general assembly that without further funding, the organisation will be forced to cut 3.2 million people’s food rations by October, increasing to 5 million people by December. Earlier, the UK had cut the aid to Yemen by 60% this year. Marib, al-Hodeida, Taiz, al-Dhale and Lahij, are among those most in need of humanitarian aid, as they are the places which the most hurt by the conflicts. The WFP’s spokesperson for Yemen, Annabel Symington said, “The causes of the hunger crisis in Yemen are complex, but the impact on Yemenis is clear. The devaluation of the Yemeni riyal and soaring food prices have made it impossible for ordinary Yemenis to afford basic foods,” she said. “We need $797m [£580m] to maintain current levels of assistance for the next six months and WFP is at risk of running out of food from October.”…
The European Union's court on Monday 20 September, ordered Poland to pay a daily fine of 500,000 euros ($586,000) until it shuts down its lignite mine near the border of the Czech Republic and Germany. The court in its earlier ruling had ordered Poland to halt operations at the mining site but Poland vowed to keep its disputed Turow coal mine running on Monday despite being slapped with the penalty. "The Polish government will not close the KWB Turów mine. From the very beginning, we were of the opinion that the suspension of the works of the mine in Turów would threaten the stability of the Polish power system," Polish government spokesperson Piotr Mueller said in a statement. The state-controlled, Turow mine provides electricity to around 2.3 million Polish households and is a major employment provider in the area. In 2019, around. The mine provides the country's 7% energy supply. Poland has also argued that it's being treated unfairly because the Czech Republic and Germany operate a number of lignite mines close to Poland''s borders. Germany and the Czech Republic both countries have been campaigning against Poland to have the mine shut over environmental concerns.…

News that should be headline: Farmer's Protest of India 1000s of farmers are protesting against three farm laws passed by the Narendra Modi govt in Sept 2020. Farmers, primarily from states like Punjab, Haryana, and Uttar Pradesh are agitating since the announcement of farm bills by the BJP- led NDA govt. More than 40 farmers’ unions have come together to form a coalition named “Samyukta Kisan Morcha” and started satyagraha. But why are the farmers protesting? To understand that we will have to first understand the three farm bills at the center of the controversy. First law creates free and unregulated trade spaces for the farmers to sell their products outside the govt markets. The laws in these places will override the already existing rules in the APMC or govt mandis. Private players in this space will be able to come in unregulated. Second law creates an infrastructure for contract farming deals. Farmers can directly enter into deals and contracts with corporate with no interventions from outside. Third act diminishes the storage limit that the govt had set up to control prices, means anyone who has money can stock up as much crop as they want. Despite the govt’s assurances, the farmers are concerned that these acts give too much-unregulated power in the hands of big corporate leaving farmers vulnerable. Farm unions have expressed their concerns over the weakening of regulated mandis which might lead to the end of MSP or minimum support price. MSP is the price set up by the govt of India on certain crops like Paddy, Bajra, etc. The govt of India buys these crops from the farmers directly to support them. Farmers are also worried that big corporate players without regulation may end up exploiting them by decreasing prices gradually. The farmers have stated that the govt did not discuss stakeholders before the bills were tabled and demanded to completely repeal these laws. Just after the proposed laws were announced several farmers’ unions announced “Delhi Chalo” to agitate against the laws. The Indian govt and several state govts used extensive force, water cannons, lathi charges, etc were used to stop the farmers from rallying and gathering. By 30 Nov lakhs of farmers started gathering at various border points like Singhu border, Tikri border, etc. A major tractor rally was called by the farm unions on Jan 26, 2020 republic day. Some protesters deviated from the planned route and chaos formed. Despite the movement being largely peaceful, some points saw violent clashes between the police and the farmers. Some protestors reached the Red fort in Delhi and installed their flags on the mast of the Red fort. That led to several FIRs and arrests by the Delhi police. The govt heavily came down on the incident while several farm leaders disassociated themselves. The govt has held several rounds of talks with the leaders of the movement unsuccessfully. State govts including Punjab, Chattisgarh, and Rajasthan have passed legislations against these laws in their assemblies. Academics have also been divided on this issue. Former Chief Economist of the World Bank Kaushik Basu published a statement on Twitter saying “India’s news farm bills are flawed &will be detrimental to farmers.” On the other side agricultural economist, Ashok Gulati said that the laws are beneficial for the farmers but the govt failed to communicate properly. On 5 SepT 2021 thousands of farmers gathered in a Mahapanchayat called by the SKM in Muzaffarnagar. Several political observers have noted that this can play an important role in the upcoming UP elections. According to police data, thousands of committed farmers are still protesting in several places of the national capital against the farm laws.…

In January 2019, the medical journal Lancet published a study showing that air pollution claimed 1.7 million Indian lives in 2019 alone. But why is there so much pollution in north India? If we look at the Charts showing the concentration of PM2.5. It reaches its all-time high in October and November every year. This is because of stubble burning in Haryana and Punjab, paddy residue is set on fire to clear out the ground for the next crop. Paddy was not an important crop in Punjab in the pre-Green Revolution era but became one later. From a mere 7.1% of cropped area in 1973 to 36% of cropped area in 2013 in Punjab. In turn, the high water-intensive paddy shrunk Punjab's and Haryana’s water table rapidly. In March 2009, Haryana notified The Haryana Preservation of Sub-soil Water Act to protect their rapidly shrinking groundwater level by forcing farmers to delay sowing by prohibiting nursery sowing and transplanting paddy until May 10. The delayed sowing led to delayed harvesting and left very little time to ready soil bed for sowing wheat, forcing farmers to burn paddy residue in the field. But what about all year round? Agricultural fires add 1% to 40% in October and November, on arrival winters. About 80% of municipal solid waste is still discarded into open dumping yards and landfills in India. In Delhi alone, around 5300 tonnes of PM10 and 7550 tonnes of PM2.5 are generated every year from the burning of garbage and other Municipal Solid Waste. The transportation sector is also the main contributor to air pollutants as it grew from 25 lakhs to 103.5lakhs in Delhi only. Many of which operate on poor quality fuel leading to high traffic emissions and rise of dust particles in the atmosphere. Over the last few decades, India has witnessed large-scale industrialization. This has degraded the air quality in most urban cities. The Red category factories which contribute most to air pollution include sectors such as manufacturing automobiles, lubricating oils, and paper and pulp. There are 154 such industries around Delhi, which fall under the “all red category”. In the urban areas, power cuts are severe and those times needs are usually supplemented by a diesel generator. According to the Telecom Regulatory Authority of India telecommunications 310,000 towers consumed over 2 billion liters of diesel in 2010. The major share of India's rural population continues to rely on cow dung cakes, biomass, charcoal, or wood as the primary fuel for cooking and other energy purposes and demands. These lead to severe implications on air quality, especially indoor air quality. Another major source of air pollution in India is construction debris. Around 10,750 tonnes of construction waste is generated in Delhi every year adding dust particles to the atmosphere. Delhi is not the only city with these bizarre levels of emissions. Mumbai and Chennai also follow the same trail. So why the conditions are bad in Delhi. Well, Delhi is land-locked, unlike Mumbai or Chennai, depriving it of the advantages of the sea breeze blowing away pollutants. In winters, cold mountain air arrives beneath the warm lowland layer that creates a kind of vault over the city. All the smoke from Stubble burning rises up and is pushed towards Delhi by the mountain air. The warm air keeps the pollution trapped on the ground with nowhere to go, so when stubble fire arrives in Delhi it mixes with all the pollution and dust forming a toxic smoke that sits on top of the city. Stubble burning is a seasonal activity that counts to nothing in comparison to other polluting factors but mixed with Pollution emitted the whole year and topological factors, welcoming winters become a deadly carnival of pollution in North India.…
