The Penguin, the king of Gotham City’s criminal underworld, has died and is contentedly living in Metropolis in a not so well-deserved retirement. With his children fighting over his vast criminal empire, the once great crime boss is cooking dinners for his girlfriend and buying expensive suits, until the U.S. government enlists the Penguin as their agent to take back the Iceberg Lounge and his empire. To become the man he once was, the Penguin must collect the right pawns and employees by using every wile and wit at his disposal.
