The final report of the public inquiry into the UK's infected blood scandal will be published on Monday. More than 30,000 people were infected with HIV and hepatitis C, from 1970 to 1991, by contaminated blood. The scandal has been called the biggest treatment disaster in NHS history, with victims campaigning for years. Some of the treatments were imported from the US where blood was bought from high-risk donors such as prison inmates and drug-users. One victim said any potential apology from the government "won't bring back the dead".
