ในกรณีที่ผู้สูงอายุเจ็บป่วยจนกระทั่งช่วยเหลือตนเองไม่ได้ หรือช่วยเหลือตนเองได้บางส่วน ต้องพึ่งพิงผู้อื่นในการทำกิจวัตรประจำวัน หากเกิดภาวะเช่นนี้ จะสร้างปัญหาอย่างมากในกลุ่มผู้สูงอายุที่อยู่ลำพัง และ/หรือผู้สูงอายุที่มีฐานะยากจน
