สมาชิกวุฒิสภาชุดแรกของรัฐธรรมนูญฯ 60 ได้หมดวาระไปเมื่อไม่นานมานี้ ทำให้ต้องเกิดการ "เลือก" สว. ชุดใหม่เข้ามาทำหน้าที่ แต่ทว่า การเลือกนั้น มีความซับซ้อนพอสมควร และเป็นการออกแบบมาเพื่อไม่ให้เกิดความซ้ำซ้อนกับการเลือกตั้ง สส. และให้มีการเลือกกันเองจาก 20 กลุ่มทางสังคม จากทุกอำเภอ นอกจากนี้ ยังมีการเคลื่อนไหวของภาคประชาสังคม เพื่อให้ สว. ที่ได้มานั้น ทำตามเจตจำนงของประชาชน เพื่อให้การทำงานของรัฐสภามีความเป็นประชาธิปไตยมากที่สุด เนื่องจาก สว. นั้นมีอำนาจในการลงมติรับรององค์กรอิสระ ที่มีอำนาจในการตรวจสอบรัฐบาลนั่นเอง เราจึงจะมาวิเคราะห์และพูดคุยกันในเรื่อง สว. ใหม่ ภายใต้รัฐธรรมนูญกัน
