He notes that these different approaches are, in part, due to the countries' unique histories, with more virulent and sustained antisemitism in Europe. Despite these differences, he demonstrates that there is just as much of a principled reason to regulate hate speech in the United States, particularly as it effects Jews, as it is to regulate hate speech in Europe and elsewhere around the world.
