Advocates for animal welfare have expressed their approval of a new law that took effect yesterday, which criminalizes the theft of cats and the taking or detaining of dogs in England and Northern Ireland.
The Pet Abduction Act 2024 stipulates that individuals convicted of stealing a cat or dog may face a prison sentence of up to five years, in addition to potential fines.
This legislation was championed by Anna Firth, the former Conservative MP for Southend West and Leigh, who lost her seat in July. It was among the final legislative measures enacted prior to the general election.
Concerns regarding pet abduction have escalated in the UK in recent years, with dogs being the most frequently stolen pets. Data from Direct Line Pet Insurance indicates that 2,290 dogs were reported stolen in 2023, averaging six thefts per day.
Previously, pet abduction was categorized as theft of property under the 1968 Theft Act, a classification that Paula Boyden, veterinary director at Dogs Trust, argues fails to recognize the emotional distress and heartbreak often experienced by pet owners when their animals are taken.
