Today I talked to Peter Harmsen about his book Fury and Ice: Greenland, the United States and Germany in World War II (Casemate, 2024).

The wartime interest in Greenland was a direct result of its vital strategic position--if you wanted to predict the weather in Europe, you had to have men in place on the vast, frozen island. The most celebrated example of Greenland's crucial contribution to Allied meteorological services is the correct weather forecast in June 1944 leading to the decision to launch the invasion of Normandy. In addition, both before and after D-Day a stream of weather reports from Greenland was essential for the Allied ability to carry out the bombing offensive against Germany.

The Germans were aware of the value of Greenland from a meteorological point of view, and they repeatedly attempted to establish semi-permanent weather stations along the sparsely populated east coast of the island. This resulted in an epic cat-and-mouse game, in which US Coast Guard personnel assisted by a celebrated sledge patrol manned by Scandinavian adventurers struggled to locate and eliminate German bases before they could make any difference. It's a story seldom told, but the fact remains that Greenland was the only part of the North American continent in which German troops maintained a presence throughout almost the entirety of the war.

At the same time, the US entry into the war triggered an enormous American effort to hastily establish the necessary infrastructure in the form of harbors and air bases that enabled Greenland to form a vital link in the effort to send men and supplies across the North Atlantic in the face of stern opposition from the German Navy. While Allied ships were passing through Greenland waters in massive numbers, planes were plying the so-called Snowball Route from Greenland over Iceland to the British Isles.

The Army had a long tradition of pacification to draw upon to support operations, underpinned by the creation of an emergency colonial state in Palestine. After conquering Palestine in 1917, the British established a civil Government that ruled by proclamation and, without any local legislature, the colonial authorities codified in law norms of collective punishment that the Army used in 1936. The Army used 'lawfare', emergency legislation enabled by the colonial state, to grind out the rebellion. Soldiers with support from the RAF launched kinetic operations to search and destroy rebel bands, alongside which the villagers on whom the rebels depended were subjected to curfews, fines, detention, punitive searches, demolitions and reprisals. In Strong Commanders, Weak States: How Rebel Governance Shapes Military Integration after Civil War (Cornell University Press, 2025), Dr. Philip A. Martin investigates a fundamental political challenge faced by post-conflict states: how to create obedient national militaries from the remnants of insurgent forces. When civil wars end, non-state armed groups often integrate into post-conflict militaries. Yet rebel-military integration does not always happen smoothly. In some cases, former rebels cooperate with new leaders, forming powerful national armies that underpin postwar stability. In others, they resist the authority of new leaders, maintaining clandestine armed networks that disrupt centralized state-building. Dr. Martin argues that how field commanders of non-state armed groups governed during the war explains this variation. Rebel commanders who build accountable governance systems gain strong social support from rebel-ruled communities, becoming locally embedded. Thanks to these community ties, which persist after the war, these embedded commanders have the leverage to push the central government for concessions, resist directives to disarm fighters, or even orchestrate coup d'états. Conversely, rebel commanders who governed coercively are less likely to sustain community ties. Without the ability to mobilize collective action after the war, these non-embedded commanders have stronger incentives to cooperate with new regime leaders. Wielding in-depth evidence from Côte d'Ivoire and cases of rebel-military integration elsewhere, Martin shows that good governance during wartime can—ironically—lead to poor postwar state consolidation. Rather than preparing insurgents to be successful state builders, effective rebel governance can hinder post-conflict state-building. As costly peace operations come under increasing scrutiny, Strong Commanders, Weak States offers fresh guidance on how transitions to peace can better succeed. Impartiality is a guiding principle in United Nations peace operations that has helped legitimize multilateral intervention in dozens of armed conflicts around the world. In practice, it has long been associated with passive monitoring of cease-fires and peace agreements. In the twenty-first century, however, its meaning has been stretched to allow for a range of forceful, intrusive, and ideologically prescriptive practices, all in the name of building durable peace. In Intrusive Impartiality: Learning, Contestation, and Practice Change in United Nations Peace Operations (Oxford University Press, 2024), Dr. Marion Laurence explains how these new ways of being "impartial" emerge, how they spread within and across missions, and how they become institutionalized across UN peace operations. Dr. Laurence argues that new peacekeeping practices are not only products of top-down pressures from member states or instructions from the UN Secretariat; they often emerge from tacit knowledge and unconscious decisions about how to follow orders or comply with social rules. By foregrounding the creativity and agency of the field staff who are responsible for translating mandates into action, Dr. Laurence shows that new definitions and practices of impartiality are products of contestation, learning, and the interplay between top-down pressures and bottom-up drivers of change in UN peace operations. Drawing on original data gathered through extensive fieldwork, Dr. Laurence uses evidence from UN missions in Sierra Leone, Côte d'Ivoire, the Democratic Republic of the Congo, and from UN headquarters in New York, to provide an innovative framework for studying authority and change in global governance. In doing so, Intrusive Impartiality sheds light on controversial changes in peacekeeping practice and yields valuable insights about the practical and ethical dilemmas that confront UN peacekeepers. In 1947, a special commissioner's report on Schubert's hunting squad stated, 'They murdered, they tortured in the most brutal ways numerous civilians, they looted and burned many homes. War-Making as Worldmaking: Kenya, the United States, and the War on Terror (Stanford University Press, 2024) by Dr. Samar Al-Bulushi explores the entanglement of militarism, imperialism, and liberal-democratic governance in East Africa today. Dr. Al-Bulushi argues that Kenya's emergence as a key player in the "War on Terror" is closely linked—but not reducible to—the U.S. military's growing proclivity to outsource the labor of war. Attending to the cultural politics of security, Dr. Al-Bulushi illustrates that the war against Al-Shabaab has become a means to produce new fantasies, emotions, and subjectivities about Kenya's place in the world. At a moment when the nuclear nonproliferation regime is under duress, Rebecca Davis Gibbons provides a trenchant analysis of the international system that has, for more than fifty years, controlled the spread of these catastrophic weapons. The Hegemon's Tool Kit: US Leadership and the Politics of the Nuclear Nonproliferation Regime (Cornell UP, 2022) details how that regime works and how, disastrously, it might falter. Experts anticipated that all technologically capable states would build these powerful devices in the early nuclear age. That did not happen. Widespread development of nuclear arms did not occur, in large part, because a global nuclear nonproliferation regime was created. By the late 1960s, the United States and the Soviet Union had drafted the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). Across decades, the regime has expanded, with more agreements and more nations participating. As a result, in 2022, only nine states possess nuclear weapons. Why do most international states adhere to the nuclear nonproliferation regime? The answer lies, Gibbons asserts, in decades of painstaking efforts undertaken by the US government. As the most powerful state during the nuclear age, the United States had many tools with which to persuade other states to join or otherwise support nonproliferation agreements. The waning of US global influence, Gibbons shows in The Hegemon's Tool Kit, is a key threat to the nonproliferation regime. So, too, is the deepening global divide over progress on nuclear disarmament. To date, the Chinese government is not taking significant steps to support the nuclear nonproliferation regime, and as a result, the regime may face a harmful leadership gap. Mass violence did not always have a name. Like conquest, atrocity was not always seen as violating a moral norm or inviting indignation. Could the concept of atrocity even exist before people could accuse their own country of mass violence committed against the inhabitants of another country? In Atrocity: A Literary History (Stanford UP, 2025), Bruce Robbins details how, when and where the conceptual space opened to make the recognition of atrocity possible. Robbins reads Bartolomé de las Casas's account of his fellow Spaniards' atrocities, Grimmelshausen's 1668 novel Simplicissimus , Tolstoy's Hadji Murat, Kurt Vonnegut's Slaughterhouse-Five , Gabriel García Márquez's One Hundred Years of Solitude , David Mitchell's Cloud Atlas , and many other writers to examine how writers not only develop but question what representations of atrocity achieve. Critically examining the emergence of a cosmopolitan ethic, and questioning the practical wisdom offered by the indignation or its refusal in the face of atrocity, Robbins argues for the invention of atrocity as a moral achievement, however tainted its development may have been. On June 11, 1937, a closed military court ordered the execution of a group of the Soviet Union's most talented and experienced army officers, including Marshal Mikhail Tukhachevskii; all were charged with participating in a Nazi plot to overthrow the regime of Joseph Stalin. There followed a massive military purge, from the officer corps through the rank-and-file, that many consider a major factor in the Red Army's dismal performance in confronting the German invasion of June 1941. Why take such action on the eve of a major war? The most common theory has Stalin fabricating a "military conspiracy" to tighten his control over the Soviet state. In The Red Army and the Great Terror: Stalin's Purge of the Soviet Military (UP of Kansas, 2015), Peter Whitewood advances an entirely new explanation for Stalin's actions--an explanation with the potential to unlock the mysteries that still surround the Great Terror, the surge of political repression in the late 1930s in which over one million Soviet people were imprisoned in labor camps and over 750,000 executed. Framing his study within the context of Soviet civil-military relations dating back to the 1917 revolution, Whitewood shows that Stalin sanctioned this attack on the Red Army not from a position of confidence and strength, but from one of weakness and misperception. Here we see how Stalin's views had been poisoned by the paranoid accusations of his secret police, who saw spies and supporters of the dead Tsar everywhere and who had long believed that the Red Army was vulnerable to infiltration by foreign intelligence agencies engaged in a conspiracy against the Soviet state. Recently opened Russian archives allow Whitewood to counter the accounts of Soviet defectors and conspiracy theories that have long underpinned conventional wisdom on the military purge. By broadening our view, The Red Army and the Great Terror demonstrates not only why Tukhachevskii and his associates were purged in 1937, but also why tens of thousands of other officers and soldiers were discharged and arrested at the same time. With its thorough reassessment of these events, the book sheds new light on the nature of power, state violence, and civil-military relations under the Stalinist regime.
