Powell explains that the conflict stems from a civil war in the late 1940s, when the ROC retreated to Taiwan after the PRC's victory on the mainland. Powell emphasizes the complexity of this situation, noting that it is often misunderstood, particularly in the West, where Taiwan is seen in terms of military conflict rather than as part of a civil war that both sides are reluctant to reignite.
