Typically, the government gets the best contractors that come to them, not necessarily the best contractors overall. There is a particular contract for art supplies worth up to $300,000 and a total amount of $7 million, which is a low bar.
The best art supply companies may not be looking at this opportunity as they are busy selling art supplies. The items included in the contract is a basic school supply list that anyone can supply.
